The barrier is being built in the location where during the Israel-Gaza conflict in 2014 the Israeli military killed a group of Hamas militants it claimed had infiltrated Israel by diving from Gaza.

An Israeli military statement, apparently referring to the same incident, said that the army returned fire after shots were fired at its soldiers from a Hamas post in the northern Gaza Strip, next to the border with Israel.

Smoke rises following an Israeli attack on the Gaza Strip as it seen from the Israeli side of the border, May 29, 2018.

"Israel is coming up with false allegations to justify its serious crime", Al-Qassam said, "We hold the occupation fully responsible for this attack".

Following a meeting with other resistance factions, al-Masri told reporters that the Palestinian resistance would "not allow Israel to breach the terms of the truce".

Israel's security cabinet discussed the proposal on Sunday, but afterwards ministers said only that the Israeli military was "prepared for any scenario". It released a video appearing to show militants shooting from a watchtower, then a tank shell hitting the position.

Hamas' military wing, the Ezzedine al-Qassam Brigades, confirmed in a statement that the dead men were its fighters and named them as Ahmad Murjan and Abdel-Hafez al-Silawi.

"The group added that "DCIP evidence has determined on multiple occasions that children killed along the Gaza Strip perimeter did not pose a direct, mortal threat at the time of their death", while noting that under global law, the use lethal force is strictly reserved for instances when a" direct and mortal threat to life or of serious injury exists". By the end of July, over 155 Palestinians had died by Israeli fire and thousands were injured, according to the Palestinian health ministry in Gaza.
