But some Egyptian officials say they would resist any attempt by Israel, or its USA ally, to shift to Cairo the onus for addressing Gaza's long-term governance or economic problems.

Hamas will not accept worldwide aid in place of a substantial arrangement with Israel, an official from the group told i24NEWS Monday, after the group briefed Palestinian factions on ongoing talks with Egypt and the United Nations.

"There is no process toward an agreement", he told Israel Army Radio Monday, a day after Israel's Security Cabinet discussed Gaza proposals for several hours.

The Fatah movement had warned Hamas of the danger of a unilateral conclusion of the armistice agreement with Israel in exchange for easing the blockade imposed on the Gaza strip.

The Palestinians and the United Nations similarly dispute Israel's assertion that it ended its occupation of Gaza in 2005.

A member of the Israeli Security Cabinet, Ze'ev Elkin (Likud), referred to the ceasefire talks with Palestinian resistance movement Hamas and said that "an arrangement with the organization is now not on the agenda".

The Tel Aviv regime may agree to a limited ceasefire with Palestinian resistance groups in the besieged Gaza Strip, Israeli officials have hinted. A spokesman said any deal risked ending hopes of achieving Palestinian statehood.

Al-Ayyam said that according to emails obtained by the US-based Foreign Policy journal, Jared Kushner, US President Donald Trump's son-in-law and senior advisor, seeks to push to close UNRWA and end the Palestinian refugee status.
