Its maximum sustained winds have dropped slightly to 110 miles per hour (175 kph).

Florence is forecast to dump up to 40 inches (one meter) of rain in some areas after it makes landfall in North and SC.

"GEMA/HS continues to lead our preparedness efforts as we coordinate with federal, state and local officials to provide pubic shelter and accommodate those evacuating from their states". Although wind speeds have dropped - Florence was a Category 4 on Monday with 140 miles per hour winds - the National Hurricane Center warned wind fields are still expanding, and the hurricane has more total energy, which will "create a significant storm-surge event".

Hurricane Florence has been downgraded to a Category 2 storm as of the Wednesday 11 p.m. advisory from the National Hurricane Center.

"Get out of its way, don't play games with it, it's a big one, maybe as big as they've seen", Trump said.

Updated NHC forecasts showed the storm lingering near the coast of the Carolinas, carrying days of heavy rains that could bring intense inland flooding from SC to Virginia.

Faced with new forecasts that showed a more southerly threat, Georgia's governor joined his counterparts in Virginia and North and SC in declaring a state of emergency, and some residents who had thought they were safely out of range boarded up their homes.

People fleeing coastal North and SC clogged highways Wednesday as Florence bore down on the coast for a direct hit in a low-lying region dense with beachfront vacation homes.

The Carolinas still face life-threatening storm surge along the coast.

Jeff Byard of the Federal Emergency Management Agency (FEMA) invoked a former boxing champion to warn residents that Florence would bring "a Mike Tyson punch to the Carolina coast".

In Wilmington, Solange Iliou Thompson closed down her restaurant, Indochine, because all of her employees had left the city.

"What can you do?" she asked. The hurricane center said Florence will approach the coast Friday and linger for a while before rolling ashore.

Many coastal towns have already instituted mandatory evacuation orders.
