Georgia Governor Nathan Deal, concerned the storm would bring its devastation south, issued an emergency declaration for all 159 counties in the state.

Enough rain could fall to break North Carolina's record for a tropical storm - 24 inches - set near Wilmington during Hurricane Floyd in 1999, said Greg Carbin, chief of forecast operations at the Weather Service's national prediction center. As the evacuation orders throughout the region were about to take effect, he told us once his boat is secured - as secure as anything can be in a storm like Florence - he's heading a few miles inland, where he is hoping for the best.

While Florence is no longer considered a major hurricane, its reach has expanded, threatening residents from Georgia to Virginia.

Boarding up his home in Myrtle Beach, South Carolina, Chris Pennington watched the forecasts and tried to decide when to leave.

Energy companies have also warned that the storm could knock out power for the foreseeable future in some areas.

Gerst and American astronaut Ricky Arnold captured the Category 4 storm and its swirling eye up close in images posted to Twitter this morning, emphasizing its epic scale and their thoughts for people in its path.

Due to unusual steering patterns in the atmosphere, Florence may crawl southward down the Southeast coast, the opposite direction storms usually travel.

Forecasters anxious the storm's damage will be all the worse if it lingers on the coast. Steady streams of vehicles full of people and belongings flowed inland Tuesday as Gov.

The trend is "exceptionally bad news", said University of Miami hurricane researcher Brian McNoldy, since it "smears a landfall out over hundreds of miles of coastline, most notably the storm surge".

There is now a hurricane warning in effect from the Santee River in SC to the Outer Banks in North Carolina. "Everybody is trying to get out of the coast", she said.

Duke Energy, the second-largest energy company in the United States, said Florence could knock out electricity to three-quarters of its four million customers in the Carolinas.

Cooper and his SC counterpart, Henry McMaster, told the more than 1 million people who have been directed to leave that if they don't do so, they are on their own.

Officials in the potential path of Florence urged people to evacuate their coastal homes and directed drivers away from the coast.
