When the homeowners in Houston opened their door at 8:20 p.m. Wednesday night, they discovered the 2-year-old boy.

The video shows the woman running toward the front door of the home while lifting the child in the air by one arm. When she reaches the front entrance, the woman puts the child down, repeatedly rings the door bell and knocks several times.

A woman answered a knock at her door to find the small boy standing there alone and called 911, Spencer said.

The woman is then seen driving off in a vehicle as the child continued to watch her leave.

The entire incident took 23 seconds, the Montgomery County Sheriff's Office stated on Facebook.

"If that was her child, she wouldn't have left him", he said, according to the Chronicle.

Child Protective Services has since taken custody of the toddler and placed him in a foster home amid the ongoing investigation.

The Montgomery County Sheriff's Office said abandonment charges are likely for the woman seen in the video, who is not the mother of the 2-year-old.

Media minister, Mangala Samaraweera said that this was a disinformation campaign and urged reporters to be more responsible. Sirisena is said to have objected to any Indian involvement in the project.

A spokeswoman for Child Protective Services told the Chronicle that the child was "safe, healthy, no signs of abuse and is happy", and that the department was investigating the circumstances around his care.

Authorities say they don't know the identity of the woman or the boy, who was uninjured and appeared to be in good health.

Spencer says the boy's father lives next door.

Authorities say the toddler's mother asked her friend to drop the boy at his father's house Wednesday night but it was the wrong home.

The sheriff's office posted an update Thursday morning saying that the boy's father has been located.

She now faces a charge of child abandonment, a felony, CBS Dallas-Fort Worth reports.

According to Spencer, the boy is in good health and was in "good spirits" and is now with a foster family.
