The security patch includes low-level driver and bootloader updates from Qualcomm and HTC, although the big news is that Google has addressed the RAM management issues experienced by Pixel 3 and 3 XL owners. These monthly updates normally fix potential vulnerabilities for devices running Android 9, but this month's update includes specific patches for Pixel phones in addition to the normal security updates. Some users reported that music playing in the background would stop when they took a picture - that's how awful the Pixel 3 was at handling RAM.

This fix "keeps background apps from being prematurely closed", "improves memory performance in certain circumstances", and "improves camera capture performance". The update has been released as an over the air update and it should be available for you handset as of now.
