Police received an initial report at 10:17am saying a child had fallen from the third level of the mall, but witnesses reported the child was pushed or thrown by a man, Potts said.

In total, Aranda had contact with the Bloomington Police Department three times in 2015 and has been arrested in other jurisdictions.

The Mall of America had been open only 17 minutes Friday morning when the screaming started.

According to court documents obtained by CNN affiliate WCCO, Aranda has been arrested on three separate occasions in 2015, one of which resulted in him being banned from the Mall of America for a year. Records show that Aranda has a history of assault and bad behavior at the Mall of America, a sprawling complex in the Twin Cities suburb of Bloomington, Minnesota, that hosts hundreds of retail stores, restaurants, an amusement park and aquarium and draws 40 million visitors a year.

"It's jaw dropping", said witness Brian Johnson. A criminal complaint says in one case, he was suspected of "throwing things off the upper level of the mall to the lower level".

Police do not believe there was any connection between the family and Aranda. Potts believes this most recent incident is isolated and said the Mall of America continues to be a very safe place to go.

The Mall of America issued a statement on Friday, saying: "This was a senseless act and words can not truly express our profound shock and sadness". Our immediate and only concern is for the wellbeing of the family and the child, as well as for any individuals who may have witnessed the incident.

In a statement Friday afternoon, the mall's management acknowledged the incident.

"We have counselling services available for anyone who may need assistance".

Police are still investigating what the motive was as well.

Then in October 2015, Aranda returned to the Mall of America again - in violation of his no-trespass order - and harassed and assaulted a woman inside a restaurant there, records show.

For these past charges, Aranda was banned from the mall through July 2016.
