Earlier on Monday the U.S. Attorney's office for the Northern District of Alabama said the FBI is reviewing the situation surrounding the noose to determine whether there are violations of federal law.

Despite NASCAR's ruling, outside the Alabama track on Sunday there were still plenty of Confederate flags flying and merchandise for sale. The 82-year-old was headed to Talladega to support Wallace and he said he was "enraged by the act of someone placing a noose in the garage stall of my race team".

According to the statement, the FBI completed its investigation and determined that driver Bubba Wallace was not the target of a hate crime.

"We have a very small number of people that are in the footprint", Phelps said, noting security is tight even when there isn't a pandemic limiting access. "He's handled it with the grace that he has handled everything that's happened over the last few weeks".

Wallace responded to the incident on Twitter Sunday night.

"The presence of the confederate flag at NASCAR events runs contrary to our commitment to providing a welcoming and inclusive environment for all fans, our competitors and our industry".

"We are angry and outraged, and can not state strongly enough how seriously we take this heinous act", NASCAR's statement go through. As my mother told me today, 'They are just trying to scare you.' This will not break me, I will not give in nor will I back down. "I will continue to proudly stand for what I believe in", Wallace wrote.

Prior to the race, a small plane flew above the superspeedway with a banner of the Confederate flag trailing another that read "DEFUND NASCAR".
