There has been pressure on Biden to donate a percentage of the USA vaccine allotment to poorer countries, including from France's Emmanuel Macron.

"We do think that it is vital to take a role in beating the pandemic globally and to really put USA leadership out there to do this", said a senior administration official.

Other countries, including Russian Federation and China, have begun making their own direct donations to countries of their state-funded vaccines, which the White House has said previously it is watching with concern. Macron reportedly plans to press wealthier countries like the commit 3-5% of its vaccine doses to poorer countries at the G7.

Biden administration officials said their focus was also on vaccinating Americans and sought to separate the domestic and worldwide efforts.

The statement said Dr Matshidiso Moeti, WHO Regional Director for Africa had on Wednesday briefed Health Ministers on the region's overall state of readiness for Africa's largest-ever immunisation drive. But while there are expected to be enough vaccines available to inoculate every American by summer's end, many countries may need to wait years for enough doses for their populations. It has also purchased doses of the still-to-be-authorized Johnson & Johnson product, as well as other vaccines still in development.

"When we have a sufficient supply, it's our intention to consider donating surplus vaccines", one of the officials said.
